No it was deployed as a major safety recall and a letter was sent to everyone in the country who had a JK Wrangler registered to their name.

You can save time by calling a dealer and ask them to check your VIN to see if the J34 recall has been performed on your vehicle.

The recall doesn't change the location. In fact I don't think you can "eyeball" the difference.

But yes. As others have said, if the recall hasn't been performed on you vehicle you (or rather the car) will still be eligible.
When you contact a dealer they will request the car's VIN and tell you right away.

ohh ok, just check my VIN and J34 didn't pop up at all.. does that mean its done?

J24 is incomplete though which is MOPAR tow bar recall...

I'm planning on installing a smittybilt 4 bolt tow bar on my JK very soon.. hope I don't lose my trailer ha

Why the concern? Call your dealer if it is a worry.

It is only an issue if you do not wish to use a quality aftermarket steering dampener. I think the updated item is OK and durability is probably fine up to around 33" tyres but I did notice an improvement when i fitted a bilstein dampener.
