The UNIMOG I drove years ago had a winch that hung out like that, but it wouldn't become a plough and wasn't a pedestrian hazard because if it hit you the rest of the vehicle would sort things out. lol,lol,lol
It would be useless and you wouldn't get it thru rego.

Those connecting rods are G.O.R.G.E.O.U.S. Looks as if they're bolted on rather than welded too, which means they'll probably come undone just driving to the shops and back.

Those bars that come out from underneath the bumper - do they actually do anything to protect the vehicle when hitting anything, or looks only?

I reckon youse blokes have got it all wrong.
It's not meant to pull the vehicle - it is actually a fencing strainer. Used for straining and tensioning fences so's you don't have to do it manually.

I've got a next door neighbour (retired bloke who bought a small block off a much larger farm)...he's prolly got one

The winch may be mounted to a receiver hitch so it can be unplugged and removed. Which would mean no ploughing or pedestrian safety issues. It also means if there's a rear mount and connector the winch can be used there. If it isn't in a receiver hitch mount it's very strange.
