As a result of the complaints about the comp, ARB is giving a secong 5k prize on September 10th which will be chosen by an indepenant photographer from the remaining entrants in the last round.
Really I think ARB did the best they could of a bad situation here. It was a bad idea in the first place to do a public voting styled comp as they can too easily get abused and cheated so I'm sure they won't be doing one again soon.

Good and fair points. I thought it was the give away as judged by the photographer. That would have been crappy if they judged it as one of the instigators being a winner.
It does seem like they trying to salvage a flawed competition. If only people could act in the spirit of these things. I can't imagine how hard it must be for a business these days to promote them selves and avoid ALL of the piss takers out there.
