If someone is getting 1" sag from bar work they must have some rubbish springs, the back of mine sags about 20mm at most when I hook the van up and it doesn't have a WDH. OME springs and shocks on mine. A 4" lift would mean the hub to body measure would have to be around the 590 - 600mm, Be great out bush but be a bastard for touring I would think.

Difference in the two 4" kits to answer your question without going to their website is just as you have stated, one of them has a "long arm" upgrade, hence the difference in price. If you want to tour, I would suggest the added flex of a long arm may well be overkill for what you wish to do.

In my humble opinion a 4" lift on a WG for touring is going to be a whole world of pain, worse without the long arm kit.

You will be chasing the Death Wobble, replacing bushes. tie rod ends , steering dampers etc. Plus your propeller shaft angles are starting to get critical.

Any lift over 2" without long arms or control arm drop brackets is inviting death wobble.
Wj,s can run 4" and greater lifts without driveshaft angle problems due to long wheelbase.
Either way you will want to replace the stock cv jointed front driveshaft.
USA quotes there lift from stock but nearly all Aus wj,s have up country suspension which is 1" higher than stock.

o tes the death wobble my wj v8 has a 4 inch lift and i run 33 inch micky tompson's of road it is very good on road it's shit.the first time it did the wobbly thing to me at90 ks i near left the road scared the life out of me.turned out to be steering dampener

Front shaft will more than likely need replacing from a CV shaft to a double cardin. Just saying. Death wobbles aren't height related, they are normally something else thats been left out, of not at correct adjustment.
