Need to know what the fuel pressure is while cranking, get yourself a ebay OBDII dongle and read what the pressure is. Sounds like a failing pressure sensor on the end of the rail.
The PCM will not allow the injectors to fine until the fuel rail pressure is over 300-350psi.
Need to confirm what RPM you are cranking at, and when you turn the key the rail pressure should be 67psi or more. If this is less then you are not holding any pressure in the rail and it will take many cranks to start. 5-10 at times.

With out knowing what the fuel pressure is when the key is turned on, and cranking. we are all guessing what the problem could be. In these cases they are often failing injectors, but you have already replaced them. so the only 2 things left is the pressure sensor on the rail which there has been a few cases of them failing. Or the pressure sensor on the back of the high pressure fuel pump (Have not seen one fail yet)
Fuel pump been replaced this will be the intake one, Which only primes the high pressure pump, And pressure is good is not a good enough answer, we need to know what PSI is really is
Glen, The JK CRD self primes once it starts once, so once the engine has started and ran for a minute or 2, see system is self bleed.
*Shit mechanic if he just gives up that easy. Don't waste your time with useless people like that*
