I would do lockers and strengthen front diff first.
If you notice your springs are sagged already which is pretty common for mopar lift, get better springs to replace current one.
As others already said, going over 3" on budget might not be ideal.

I reckon bash plate before anything. You seem to have enough gear to get going just need to protect the undercarriage. Cheaper too when you're on a budget

I would not really call it a budget lift hence why I can do one or the other. Will cost $4.5k for the lift.

I guess that is the other aspect to consider if I am going 35s, not sure how much that will cost on top of re-gearing and lockers, which is why I am a tad hesitant.
