Fuel rail pressure varies all over the place depending on load, throttle position, engine RPM etc. The key is to monitor the fuel pressure set point and the fuel pressure actual, and see that the actual follows the set.
Typically, the pressure needs to be around 200 bar for a start. At idle, it sits around 250-300 bar. Mild load will send it up to 600-800 bar. Under heavy load, it can go up to 1700 bar or over.

My experience, after having the fuel system open I often have a few under-load cut-outs until the engine has had a good run and been up to operating temperature.
The valve on top of the fuel filter returns fuel to the filter if the fuel temperature is cold (I think below about 40 degrees). Once the fuel is warm, it starts returning it to the tank. It is supposed to always return air to the tank (hot or cold) but having seen how fast the bubbles move through the pipes sometimes, I don't see how it could do that reliably with cold fuel.
