Just looking at the Rockauto site at their view of what I believe is the Mopar transfer pump

and as mentioned there is the pump on one side of the saddle and a pickup on the other.
Both parts show a float switch attached and obviously they must communicate somehow.
If it was the case that the pickup side had a filter and it was clogged, and therefore slow to transfer, maybe the gauge would show fuel on the pickup side, but actually the transfer pump empties its chamber and runs out.
That would also account for the fact that the thing will restart shortly after when it transfers enough to get going again.
These things bleed themselves by cranking, not like the oldies that had to have the HP pump bled of air.
