Default Turbo pipe inspection

Have wk2 3.0 CRD. I noticed all turbo pipes are dry but one bend was heck oily. It would drip I would say if I didn't wipe it. That bend is that is on the passenger side and comes out of the intercooler.

My questions are as follow

1. How do I inspect it for cracks? It is wrapped in a net.
2. If I need to replace it, do I need to remove the bumper to unscrew them or can remove the washer reservoir bottle?

They sweat oil actually, mine gets a sort of condensation over it, if it had a hole you certainly would know about it ............. as for removal should be able to get to the hose clamps, if it has done a lot of miles without a catch can you could have a heap of oil settled in the intercooler which is common on all modern CRDs so the hose from intercooler to manifold will always be oily even after fitting a catch can....

The mesh covering is just a chafe screen to protect the hose.
