Default Delayed starting

Having problems with delayed starting on 94 Jeep YJ.
Problem started lasyt year when temp dropped below zero , relays would chatter for @ 5 minutes before jeep woul start. This chatter time has steadily increased throughout the year util it was taking @ 20 minutes befire the jeep would start.
Eventually it broke down , but managed to get going again after leaving ignition on for @ 40 minutes , throughout this time ( and previous times) you could hear the fuel pump operating as the relays would chatter.

I have replaced the relays , fuel pump , fuel filter , spak plugs and HT leads. You can disconnect the fuel pump and the rlays still chatter for @ 20 minutes , you then re-connect the fuel pump and the engine starts.
I thought it was hte fuel pump as there was no pressure on the fuel rail until the chatter from the relays had finished, The pressure is supposed to stay in their after the ignition is turned off , but there is no way it should take 20 minutes to re-pressurize.

I'm pretty sure the problem is not the fuel pump - any ideas ?? ( as once its started it was going fine)

So is the engine turning over at all while the chattering is going on? By the description it almost sounds the chatter you get when the starter isn't dropping in. [img]graemlins/dunno.gif[/img]

sounds to me like a bad electrical connection like in the auto shut down relay, ignition switch or earth even. At least a wire that is common to all the relays,find a circuit diagram and one of those 12 test lamps or use a meter.
definately in the control circuit very much doubt that it's your fuel pump or HT
