Well, I cant speak from experience on a JK coz I still waiting...
BUT: I would sggest you would be the first (if not one of the first) people to get gas installed.
I would seriously doubt that there is any loop hole in WA that allows you to have an un-ADR approved system. Remember you vehicle WILL have to go over the pits to be inspected (no big issue with a brand new car - even with an older car - its fairly easy if you have a clean car coz they only look at the fuel system unless something obvious draws their attention else where).
Gas in not a 'hard' setup, but go with someone reputable. There are plenty of installers that can give you a system by the 'book' (IE a manufacturer says 'this model needs this mixers etc and the mixture screw should be wound to this point and the install will operate.
Speak to gas research australia, IMHO they are one of the best - they dyno tune the gas install to MAKE SURE it is safe.
I dont think your idea of pricing is realistic tho either, a GOOD setup will be closer to $5k installed, BEFORE any rebates from state and federal gov'. You will probably find that you will be 'out of pocket' around $1500.
Remember - it doesnt matter what engine you have, if you have a good installer that understands fuel tuning you wont have any problems with LPG. Infact mass for mass, LPG has a higher RON rating so it can make better power than petrol. The catch is in the cam shafts, which are very different beasts between LPG and petrol. Thus running a 'duel fuel' you will never get a good effeciency on gas - but its cheap which allows for this.
