No offence but this is just spam its been written by an american and someones changed the words to centrelink for a few lines
Hmmm what gave it away? The fact that it was written by an attorney? The fact that the DMV issues licenses? Or the fact that he talks about jurisdictions?

For the moment there is this.
the problem with this is the bank dont really check it unless its over $1500 especialy if its paid into an account and if they take the cheque book they have your initials and your name, you must sign cheques as per the cheque, easier to forge initials than a whole name!!
At a bank you will be told to sign it before you are served it is part of your terms an conditions to do this if you wish to be covered or reimbursed for fraud. Second that one, I don't know how many ppl I have talked to over the years that refuse to sign the back of their cards. (incase someone copies it ) most banks, as Aaron said will ask you to sign the back of the card in front of them, after the customer has provided suffiecient id.
If anything you are best making it out to your name usualy the first combo of numbers on a card denotes the bank the issuer and the type of card its normally only the last few that are different for that type of card so a smart crim will work it out easier if you put the last ones on, better still use bpay or direct debit.
dont write any details on your cheques the bank should have all your details. And don't write other ppls details on the back of cheques, many ppl write names and addresses. Keep these details in your own account files.
