I did a test with the torque app and it get to around 2000psi by the second crank and in the 4000psi range when running. Also i can hear the buzzing from the pump when the key is in the on position.

I'd be thinking something to do with the glow plugs. When the engine is cold the ECU would detect the water temp and fire the glow plugs for a long time. When the engine is worm, it fires the glow plugs for less time. Maybe there is a problem with the water jacket sensor or something and its not firing them long enough.

Still takes a while to start when lights go out. Is there a way to test injectors?

To elaborate on midnightmods reply, rather than just wait for the lights to go our LISTEN when you turn the key...do you hear the transfer pump buzz in the tank?

A low supply pressure from the tank to the CR pump will prevent the high pressure building in the rail and the ecm will not even fire the injectors.

Mine does irregular starts if the battery is getting low?? Start first time without fail, drive 2 minutes to daycare and occasionally when I try a restart, cranks but won't fire. Stop, cycle ignition and listen, if it buzzes then it starts, simple. When it does it, I throw the cetek on over night and don't get it again for months (only live 5 minutes from work so constantly running battery down). On long trips or good weekend driving, won't see it occur at all.

Eliminate the chance transfer pressure is your issue and you have one problem sorted and then you need to look further up the fuel system for the issue.
Next step would be OBD scanner and read pressures in low pressure and high pressure while cranking, but do the easy stuff first.

Ill make sure its not the transfer pump this weekend. I drive daily to work half an hour on the highway so the battery is always fully charged. Also i have a green diesel engineering tune if that makes a difference to the situation?
