The RTA only brought this in a couple of years back - I was one of the lucky ones who got them before they brought the new rules in, so mine were a one off payment - the annual fee only applied after the date the new rules were introduced....I guess, just like charging for the road user's handbook, the RTA is short of a quid.

But wait, next they'll be charging for the 'L' and 'P' plates you stick to the front and back!
