People throw around the terms ADR compliance and Registration or Roadworthy compliance as meaning the same thing...they don't necessarily mean the same thing.
ADRs are a Federal rule that state regulations are supposed to be based on....but some states have rules that are either stricter than the ADR requirement, or are outdated, the ADR having been amended and the state regulation remains unchanged.
The traffic Branch officer may well have been acting in accordance with state regulations when he defected you, but he should have referred to the state regs, as thats the law he's issuing the ticket against. He can't issue a ticket for not complying with ADRs as such, as ADRs are not a state regulation.
