People throw around the terms ADR compliance and Registration or Roadworthy compliance as meaning the same thing...they don't necessarily mean the same thing.
ADRs are a Federal rule that state regulations are supposed to be based on....but some states have rules that are either stricter than the ADR requirement, or are outdated, the ADR having been amended and the state regulation remains unchanged.

The traffic Branch officer may well have been acting in accordance with state regulations when he defected you, but he should have referred to the state regs, as thats the law he's issuing the ticket against. He can't issue a ticket for not complying with ADRs as such, as ADRs are not a state regulation.

I spoke to my dealer who spoke to the PD department. Rubicon doesn't come with rear mudflaps but sport does.... Couldn't tell me why but that's how it is?

I find that hard to believe considering I have the first 2014 JKU Rubicon bought into the country last year.

I has mud flaps fitted as standard.

There is no law that states mudflaps have to be fitted person, however, bodywork or mudflaps must be no higher that the axle centreline and cover the full width of the tyre.
That's for vic anyway.
I also have a Rubicon 2013 and they must be fitted from factory to be legal and comply with the regs.
