You can purchase that actuator for around 130€ at any tuning shop carrying spare parts for Garrett turbochargers.
Have in mind that we do have variable, adjustable vanes- it's not a wastegate actuator with a spring inside.
You best bet is to ask any turbocharger supplier for the actuator as a spare part.
