Default JK Rubicon (07) Front Locker not engaging

I'm sure there has been lots posts about this but i can not find the info that i need.

My front locker will not engage i have checked everything that i can think of with no joy!!!

I have checked and the problem seems to be in the locker its self as i have put 12v into the terminals on the diff and the magnet doesn't move the plate to engage the locker.

I can engage the locker by hand by pushing the plate over.

I have checked the resistance of the magnet (Coil) and it is the same as the rear which is working.

I have rigged it up with a 7.5 amp fuse and the fuse does no blow (so im amusing there is no shorting).

I have the axles out and the diff is on the ground... is there anything else that i should check or be aware of??

Before you go too far, drop the oil and pull the cover off, check the magnet location and for any damage of the engagement. You should be able to see what's happening with out dropping out the whole center.
