I use it when on dirt even if it is dry, stops the back end twitching around and if bitumen is wet, not that is needed mostly, just more stable in tricky situations.
Most mining and exploration companies now have it as mandatory to have 4WD engaged on any dirt/gravel roads dry or wet and the number of roll overs and loss of control incidents has dropped very significantly.
