Had this issue with one bolt last year when replacing the rusted hand brake assemblies. Got the nut loosened so far then the bolt just started to turn.
Managed to jam the end of a screwdriver under a small gap created between the rounded bolt end and the backing plate.
Luckily it held after a few attempts and some penetrating oil, the nut worked free. Otherwise it would have to be cut.
Gave all bolts a good coating of grease when reassembling, so hopefully making it easier to remove when the seals / bearings might require replacing.
