I used to be indecisive but now Im not so sure!!!
Get your self a copy of the Victoria Cabin, Caravan, and Camping Guide which is available from Parks Victoria for free; or go to their website and look at the parks in the area (see the link below).
Re the specific parks, there are eight with a pool in the High Country, and seven of those have a playground as well.
Check:
Painters Island Caravan Park - Wangaratta
Wangaratta CaravanPark - Wangarata
Bright Pine Valley Tourist Park - Bright
Bright & Districts Caravan Park - Bright
Porepunkah Bridge Caravan Park - Porepunkah
Porepunkah Mill Holiday Park - Porepunkah
Porepunkah Pines Tourist Resort - Porepunkah
There are another eleven parks if you want to go to Lake Eildon and surrounds.
Blue Gums is great out of town 4ks, river near by for a fish, it runs abit quick for young ones to swim but I think it has a pool. Stayed there when the big fire hit and they were great with 4 hourl updates which some feel safe and other rushing off to check their properties. Eildon has a good pub, with good meals, plenty of shops for the wives to brouse as well.
Fishing for trout in the pondage can be good at times. There is a tackle shop and bait.
The trips towards jamieson are great and around the banks of the dam are good tracks as well - best to get a map of the district, and book early!!!!

Harrietville, at the foot of Mt Hotham, is a bewdy. I don't think there's a pool but a cool mountain stream passes thru. Heaps of open, grassy areas or powered sites. Fantastic day trip to Dargo and back via Omeo from there. Good pub a short walk away. Make that excellent pub! Bright and Porepunkah get a bit crowded. For a more natural experience, Lake Catani atop Mt Buffalo itself has a fantastic campground (rivals Wilsons Prom in my books). Lake nearby for swimming and canoeing.

Bright/porepunkah has good parks for families.
Waterford/dargo caravan park is good, on the river
Omeo Cp isnt bad but no pool
Mansfield and Jamieson CP's are OK too
