Correct, if it's the loop of rod that bolts to the top of the bar it's only there for shipping, far to many have made the mistake of using this as a recovery point.

Funny Fuel Gauge

Sounds like either a sticky float or the slide gauge is faulty, the slide gauge is mounted on the side of the fuel pump body and has been known to fault in later model jeeps.
