Might be the check valve sticking i had same issue with my tj. I just had to clean the tank and change filters

Did another test with obd scanner for fuel rail pressure. When the key is in the on position the fuel pressure sits at 200psi then fluctuates between 150-200psi, then when cranking it rises to 1500ish on 1-2nd crank the 2000psi before it fires.

Had the same problem for ages now. Got a new transfer pump from the US and will let you know if it fixes the problem. Hope to install it over the weekend.

Update:

I ended up taking the jeep to a diesel specialist yesterday, they called today and said the issue is that injector 1 and 4 are faulty, they are leaking pressure and thats why it doesnt want to start when hot because the diesel gets thiner and the heat contracts the hole in the injector or something like that. Anyway $1568 in total to diagnose problem, change 2 injectors, clean injector seats and initialize the new injectors with ecu.

at just under $500 an injector new, plus install and time/labor, this is the first well priced repair I have seen.. Last time it was about 6k for an injector change.. Please do post up the workshop details on the CRD facebook page, this shop deserves more business
